The California National Guard has been deployed to help manage the crisis. The largest fire had destroyed more than 40,000 acres of the upscale Pacific Palisades neighborhood, while another blaze in Altadena burned 13,000 acres. Neither of the two fires could be brought under control Thursday, but their spread has slowed, fire officials said. More than 9,000 structures in the city have been damaged. Nearly 180,000 people in Los Angeles are still under evacuation orders.
